It has been an interesting journey for the RMNCAH Bill in siaya county for it to reach where it is. Nyimine Empowerment CBO(NYECBO) has been part of the bill from inception to consolidation last week. RMNCAH bill is a transformative legislative initiative aimed at improving healthcare access and outcomes for vulnerable population in Siaya County. The bill also seeks to establish a robust legal frame work that addresses critical health issues affecting women, children, and adolescents.

Before the consolidation meeting, NYECBO provided essential technical assistance in drafting the bill, ensuring it aligns with local health needs and priorities. This made NYECBO to present the voice of women and children who are vulnerable in the community. During the drafting of the bill NYECBO had a clause that was captured in PART III section 13 (1) every licensed health facility shall recognize and promote reproductive health rights according to the set standards for reproductive health.

(2) Further to subsection 1, every licensed health facility shall protect the rights of all persons to make decisions regarding their reproductive health free from discrimination, coercion and violence.

(3)Every licensed health facility shall provide comprehensive male reproductive health information and services.

 During this consolidation meeting that NYECBO was part of the meeting; the committee consolidated everything that the public suggested during the public participation of the bill. Since NYECBO participated in public participation they suggested about adding the representative of persons with disability in the bill in that they were not captured in the whole bill. NYECBO also suggested the availability of Reproductive Health commodities to be captured in the strategy so that women can be able to get the commodities when the bill will be implemented in Siaya County. NYECBO was pleased at the end of the consolidation meeting in that the inputs they gave was all captured. Having been involved from the bill’s inception to its recent consolidation last week, Nyimine CBO has actively advocated for improved health services for women and children.

The RMNCAH Bill is a vital legislative initiative for Siaya County, aiming to enhance healthcare delivery and improve health outcomes for its residents. By establishing a robust legal framework, reducing mortality rates, engaging communities, and aligning with national goals, the bill represents a significant step forward in promoting reproductive and maternal health in the region. As it is set to be reintroduced to the Siaya County Assembly this week, its passage will mark a pivotal moment in advancing health equity and ensuring better health for all residents.
